Old Soldiers Never Die

Mr. President, Mr. Speaker and distinguished Members of the Congress:

I stand on this rostrum with a sense of deep humility and great pride – humility in the wake of those great American architects of our history who have stood here before me, pride in the reflection that this forum of legislative debate represents human liberty in the purest form yet devised.

Here are centered the hopes and aspirations and faith of the entire human race.

I do not stand here as advocate for any partisan cause, for the issues are fundamental and reach quite beyond the realm of partisan consideration. They must be resolved on the highest plane of national interest if our course is to prove sound and our future protected.

I trust, therefore, that you will do me the justice of receiving that which I have to say as solely expressing the considered view-point of a fellow American.

I address you with neither rancor nor bitterness in the fading twilight of life, but with but one purpose in mind: to serve my country.

While I was not consulted prior to the President’s decision to intervene in support of the Republic of Korea, that decision, from a military standpoint, proved a sound one. As I say, it proved a sound one, as we hurled back the invader and decimated his forces. Our victory was complete, and our objectives within reach, when Red China intervened with numerically superior ground forces.

This created a new war and an entirely new situation, a situation not contemplated when our forces were committed against the North Korean invaders; a situation which called for new decisions in the diplomatics sphere to permit the realistic adjustment of military strategy. Such decisions have not been forthcoming.

While no man in his right mind would advocate sending our ground forces into continental China, and such was never given a thought, the new situation did urgently demand a drastic revision of strategic planning if our political aim was to defeat this new enemy as we had defeated the old.

The tragedy of Korea is further heightened by the fact that as military action is confined to its territorial limits, it condemns that nation, which it is our purpose to save, to suffer the devastating impact of full naval and air bombardment while the enemy’s sanctuaries are fully protected from such attack and devastation.

Of the nations of the world Korea alone, up to now, is the sole one which has risked its all against communism. The magnificence of the courage and fortitude of the Korean people defies description. They have chosen to risk death rather than slavery. Their last words to me were:

“ Don’t scuttle the Pacific.”

I have just left your fighting sons in Korea. They have met all tests there, and I can report to you without reservation that they are splendid in every way.

It was my constant effort to preserve them and end this savage conflict honorably and with the least loss of time and a minimum sacrifice of life. Its growing bloodshed has caused me the deepest anguish and anxiety. Those gallant men will remain often in my thoughts and in my prayers always.

I am closing my fifty-two years of military service. When I joined the Army, even before the turn of the century, it was the fulfillment of all my boyish hopes and dreams.

The world has turned over many times since I took the oath on the plain at West Point, and the hopes and dreams have long since vanished, but I still remember the refrain of one the most popular barrack ballads of that day which proclaimed most proudly that old soldiers never die; they just fade away.

And like the old solider of that ballad, I now close my military career and just fade away, an old soldier who tried to do his duty as God gave him the light to see that duty. Good-bye.

 

대통령각하, 의장님 그리고 저명하신 국회의원 여러분! 본인은 깊은 겸양과 커다란 긍지를 느끼며 이 연단에 서있습니다. 즉 본인보다 앞서 여기에 섰던 우리 역사의 저 위대한 미국의 개척자들의 지나간 자리에서의 겸양이며, 입법 토론의 이 회의장이 지금까지 고안된 가장 순수한 형태로 인간의 자유를 상징한다는 깊은 생각에서의 긍지인 것입니다.

전 인류의 희망과 열망과 신념이 여기에 집중되어 있습니다.본인은 어떤 당파적 이익을 위한 옹호자로서 여기에 서 있지 않습니다. 왜냐하면 논쟁점들이 근본적이고 당파적인 고려의 영역을 상당히 넘어서 있기 때문입니다. 우리의 진로가 바라건대 안전한 것으로 판명되고 우리의 미래가 보호되고자 한다면 그것들, 논쟁점들은 최고도의 국가적 이익에 근거하여 결정되어야 합니다.본인은 그러므로 여러분이 본인이 말씀드리지 않으면 안되는 것을 한 동료 미국인의 고려된 관점을 단독 표현하는 것으로 받아들여 주는 공정함을 본인에게 베풀어 주실 것이라고 믿습니다.

본인은 인생의 저물어가는 황혼 속에서 원한이나 비통함을 가지고서가 아니라 나의 조국에 봉사한다는 것, 다만 한 가지 목적만을 마음 속에 가지고 여러분들께 말씀드립니다....대한민국을 도와서 개입하려는 대통령의 결정에 앞서 상의한 바 없기는 하나, 그 결정은 군사적 견지에서는 안전한 것으로 판명되었습니다. 본인이 말씀드리듯이, 그것은 우리가 침략자를 물리치고 그의 군대를 섬멸했으므로 안전한 것으로 판명되었던 것입니다. 우리의 승리는 완전했고 우리의 목적들은 도달 가능한 범위안에 있었으며, 그런데 그 때 중국이 숫적으로 우세한 지상군 병력을 가지고 개입하였습니다.

이것이 새로운 전쟁과 전혀 새로운 상황, 즉 우리의 군대가 북한 침략자들에 대항하여 배치되었을 때 심사숙고하지 못한 상횡, 군사적 전략의 현실적 조정을 가능케 하는 외교 영역에서의 새로운 결정을 요구하는 상황을 일으켰습니다.그러한 결정들은 가까이 준비되어 있지 못했습니다. 제 정신인 사람들은 아무도 우리의 지상군 병력을 중국 대륙에 들여 보내자고 주장하지 않을 것인 반면에, 그러한 것은 결코 고려된 적은 없었지만, 만일 우리의 정치적 목적이 우리가 옛 적을 쳐부수듯이 이 새로운 적을 패퇴시키는 것이라면 그 새로운 상황은 전략적 계획의 근본적 수정을 절실히 요구했습니다.

군사적 행동이 그 영토적 한계에 제한되어 있으므로, 그것은 그 국가를 구원하는 우리의 목적인 그 국가를 해군과 공군의 전면적 폭격의 파괴적 충격을 받도록 선고하는 반면에 적의 성역은 이러한 공격과 파괴로부터 완전히 보호된다는 사실에 의해서 한국의 비극은 더욱 증가됩니다. 세계의 국가들 중에서 한국만이 지금까지 그 모든 것을 걸고 공산주의에 대항한 유일한 국가입니다.한국 국민의 용기와 불굴의 정신의 크기는 설명으로 다 표현할 수 없습니다.그들은 노예의 처지보다는 오히려 죽음의 모험을 선택했습니다. 본인에게 그들의 마지막 말은 "태평양을 버리지 마십시요." 였습니다.

본인은 방금 여러분의 분투하는 아들들을 한국에 남겨두고 왔습니다. 그들은 그곳에서 모든 시련을 겪었었고, 본인은 그들이 모든 면에서 훌륭하다는 것을 여러분에게 솔직하게 보고드릴 수 있습니다. 그들을 보호하고 이 야만적 싸움을 명예롭게 그리고 시간의 가장 적은 손실과 생명의 최소한도의 희생을 가지고 끝내는 것은 본인의 끊임없는 노력이었습니다.그것의 증대하는 유혈은 본인에게 가장 깊은 고통과 근심을 끼쳤습니다. 저 용감한 사나이들은 자주 본인의 생각 속에 그리고 항상 본인의 기도 속에 언제나 남아 있을 것입니다.

본인은 본인의 오십 이 년 간의 군복무를 마감하려 합니다. 본인이 세기의 전환점 바로 전에 육군에 입대했을 때, 그것은 본인의 소년다운 모든 희망과 꿈의 실현이었습니다. 본인은 웨스트 포인트의 연병장에서 선서를 한 이후로 세계는 여러 번 뒤집혔고, 희망과 꿈들은 오래 전에 사라졌지만, <노병은 결코 죽지 않고 그들은 단지 사라질 뿐이다> 라고 대단히 자랑스럽게 선언한 그 시절의 가장 인기있는 군가 중의 하나의 후렴을 본인은 아직도 기억합니다.

그리고 그 노래의 노병처럼, 하나님이 그에게 그의 임무를 볼 수 있는 빛을 주었던 것과 같이, 그 임무를 다하려고 노력한 노병인 본인은 지금 군인의 생애를 마감합니다, 안녕히 계십시오.

이 글은 한국전쟁 초기에 주한 미군 총사령관 겸 주한 유엔군 총사령관이었던 맥아더 장군이 퇴역하면서 미국 의회에서 행한 그의 퇴역연설문이다. 그는 한국 전쟁이 중국 공산군의 예기치 않았던 개입으로 교착상태에 빠지자, 자유를 수호하기 위해 공산주의에 대항하여 싸우는 한국과 한국 국민의 보호 차원에서 중국 본토에 대한 폭격을 주장함으로써, 당시 미국 대통령 트루먼과 의견이 맞섰기 때문에 그의 직책에서 해임당함과 동시에 군에서 퇴역하게 된다. 그는 이 글에서 그가 주장한 중국 본토에 대한 폭격의 당위성을 천명하며 <노병은 죽지 않는다. 다만 사라질 뿐이다> 라는 유명한 말을 남긴다.
